習近平 – 河南人。元老之後,福建(85-02),浙江(02-07),上海(07)

李克強 – 安徽人。高幹子弟,團派,河南(98-04), 遼寧(04-07)

王岐山 – 山西人,知青。元老姚依林女婿,主力金融系統[建行、中金公司],00-03任海南省委書記、後又派北京代副省委書記。金融救火隊長變風紀隊長, 看似大才小用,實或能擔此位者,僅鳳毛鱗角,不得不為。且看經濟博士李克強能力如何。

刘云山 – 山西人。前中宣部長、媳婦為前公安部長之女

刘延东 -江蘇南通人。紅軍老革命之後,前統戰部部長

张高丽 – 天津/山東/ 廣東(85-00),似一直浸在改革開放的前沿,善民政建設,平民出身。曾在中石化工作。

张德江 – 遼寧人。SARS期間任廣東省委書記,表面看來是個保守派大官。

俞正声 – 紹興人。上海、湖北、山東省委書記,紹興百年望族之後,與高鐵系統有瓜葛。

與量子講了老半天、還是先退一步,將問題理清,再作討論。

要深入討論大國勃興這個題目,首先要為"大國"下個定義。國家由國民、資源和制度構成,對其他國家則見諸國際關係,在這四方面做得出色的話,足立大國之林矣!

國民:

  1. 民生/財富:人民的生活水平不斷改善,而且不論貧富,都比其他國家好,這是最基本的,首要的條件。
  2. 民權:自由、平等,人口流動性強、社會階梯流動性強
  3. 人民都喜歡自己的國家。

資源:

  1. 人力資源強盛,教育/學術水平高,創新能力
  2. 必須物資可以自給自足,做不到的話,國家安全就成問題,影響大國的持續性

制度

  1. 國家制度,有利以上種種的推行
  2. 國家制度可以自我完善而不至陷於"治亂興衰"的盛衰循環

國際關係

  1. 國家地位:不亢不卑,冇人屈到你機
  2. 在國際利益上,有話語權,起碼可以分到合比例的利益
  3. 軍事上,可以與任何一個國家至少打成平手
  4. 別國的國民都喜歡你

要達至以上種種,沒有必然的方法,但有些方法比其他方法有效,算是勃興之道。下回續。

上回( I / II ) 提/到國人不重視創新,故難言勃興。

然則中國的勃興障礙嚴重,又豈止於此?

總覺得中國的問題在於文化和體制:事事政治化虛耗心力;論資排輩、凡事講關係讓叻人難以出頭;學術界財力不足–表明國內商人亦不重視科研;外行指點內行(最極端的是甚麼都要黨的默許);差不多先生心態,都在累事。

巨龍先生的一句話,道出要害-

lz, 中国的基础科学搞不上去是不是因为也有很多人抱有和你同样的心态呢?参与大炼钢的人大概也是这样想法;发动大炼钢的人大概也有同样的豪言壮语;可悲的是懂 科学的不会说话,不懂的外行人却说太多,这也无所谓,只是有影响的外行人说太多,那就是国之不幸。

大國不舉乃系統性障礙,難醫,難醫!

核聚變可能是本世紀最重要的研究,中國能否著先機,率先完成研究並商業化投產,乃大國崛起的關鍵。做到與否有待時間證明—老麥卻不看好,因為中國無論基礎科學和應用科學都未夠班。

先講基礎科學研究很多人以為科研就是 trial and error +實驗, 但沒有思維的 trial & error 只是浪費時間。基礎科學的頂端,是靠創意的,要融匯貫通,還要新思維,不是一股蠻勁做出來的,像核聚變一類的原創性基礎研究,需要的是天才型的腦袋做指揮,點出研究的方向,再由大班科學技術人才日以繼夜的努力研究,才會有成果,缺一不可。

中國搞核能的人才庫很成疑。幾十年來中國只出了一個錢學森,而第三代核電技術完全是進口的(意味有人才斷層)。至於基礎科學家方面,向來中國人物理和數學都很強,但近幾十年來就沒有聽過甚麼出色的物理和數學家,大慨中國頂尖的物理學家,都跑到航天局去了,誰來搞核科技?

接下來是技術應用。SeaSONs說中國的應用技術很強,表面上是對的,起碼在宇宙航天領域如是。航天以外,則甚少瞄頭,玆舉三例:

工業之母的數控機床的核心控制件CNC,全是進口技術。

大陸的高速火車,全是進口技術。

大飛機的大部份重要元件,也是進口的。

繁此種種,多不勝數。

簡言之,中國的應用技術,在於抄得快,就算是抄亦遠未達到日本的水平!

我們要有"做得到"的夢想,但也要接受"條件不足"的客觀現實,不需要為此洩氣。

作為中國人,我比任何人都希望見到國人抬頭(不是經濟上),但客觀事實告訴我,這一天很遠,超遠,技術只一點,人民素養、制度、自由、國格,一慨未及格。

Jim Rogers 二次環遊世界,對印度和俄羅斯彈得一文不值。

印度的問題是官僚主義橫行,效率低下,基建不足。

俄羅斯則是"一個由黑社會、KGB和醉酒佬控制一切的地方",以前不理解,看普京清除異己的手段,明了一半,看俄軍醉駕坦克的鬧劇,又明了四份一,再回想幾年來,俄國的能源外交,以及在俄日、俄中油管一事上離間、利誘、拖、嚇、哄,都是"暗"招為主,就全明了。

俄羅斯近年得以急速崛起,主要靠油氣價格暴漲,2008年俄羅斯出口大增36% (或 1240億美元), 8成來自出口石油、成品油和天然氣漲價,出口收入帶動外國投資,進口大量機器,收入提高,消費和入口當然同步上升,油價跌,一切循相反方向走,首當其衝的是政府。

收入跌,政府馬上縮減開支15%,國防預算同步縮— 而去2008年9月才剛通過要增加國防預算25%,真是章法大亂!

這裏突顯了幾個問題:

1)作為全球第二大石油出口國,俄羅斯竟然到去年9月還未看到金融海潚的巨大影響,政府Think Tank不夠強。

2) 俄羅斯軍隊"日久失修",已成隱患,俄軍潛艇三次失事(1 2 3),軍威跌落谷底,故普京一直強調要增加軍費,更換裝備,如今普京拿了選票,卻去減軍費,可能會削弱自己的權力基礎,使政局不穩!

3) 俄羅斯人性格反覆,如果軍隊發窮惡,會十分危險。老麥以為,俄軍擊沉中國船,只是整個大勢的開始,以後的衝突會愈來愈多。

4) 俄羅斯急急簽下石油貸款協議,反映他們"等錢使"。但並不代表他們會守信,過往幾年,俄國就曾多次無故減少對中國輸油和增加油稅,前事不可忘。

油價如果長期處於目前水平,對亞洲的外交平衡會有微妙的影響。

It’s the answer told by lines that stretched around schools and churches in numbers this nation has never seen, by people who waited three hours and four hours, many for the first time in their lives, because they believed that this time must be different, that their voices could be that difference.

What began 21 months ago in the depths of winter cannot end on this autumn night. This victory alone is not the change we seek. It is only the chance for us to make that change. And that cannot happen if we go back to the way things were. It can’t happen without you, without a new spirit of service, a new spirit of sacrifice.

In this country, we rise or fall as one nation, as one people.

Let’s resist the temptation to fall back on the same partisanship and pettiness and immaturity that has poisoned our politics for so long. Let’s remember that it was a man from this state who first carried the banner of the Republican Party to the White House, a party founded on the values of self-reliance and individual liberty and national unity.Those are values that we all share.
黨爭紛紜,陰謀卑鄙,愚魯無知,皆腐蝕清白、惑亂政局之弊也,其緣由已久,余今願與諸君協力,共滅除之。昔年曾有此郡先賢,執共和黨之幟,而掌總統府之權。自強獨立,自由統一等信念,皆斯人之所倡,亦吾輩之所宗。

And while the Democratic Party has won a great victory tonight, we do so with a measure of humility and determination to heal the divides that have held back our progress. As Lincoln said to a nation far more divided than ours, we are not enemies but friends. Though passion may have strained, it must not break our bonds of affection.
今歲選戰,吾民主黨人幸有一勝,然謙遜和合之心未嘗少減。余素信服者,乃山河破碎之際,林肯總統之言——「既是至親,終不為敵。雖弩張劍拔,而血脈未嘗斷,情義不少減。」

And to those Americans whose support I have yet to earn, I may not have won your vote tonight, but I hear your voices. I need your help. And I will be your president, too.
固然,仍有四方志士,不為鄙人所動,另有高明之選。雖終慳此一票之緣,然諸君高論,余亦聲聲在耳,字字在心。倘能得諸君之援手,鄙人幸甚。他日待余總而統之,亦必不另眼以待也。

And to all those watching tonight from beyond our shores, from parliaments and palaces, to those who are huddled around radios in the forgotten corners of the world, our stories are singular, but our destiny is shared, and a new dawn of American leadership is at hand.

To those — to those who would tear the world down: We will defeat you. To those who seek peace and security: We support you. This election had many firsts and many stories that will be told for generations. But one that’s on my mind tonight’s about a woman who cast her ballot in Atlanta. She’s a lot like the millions of others who stood in line to make their voice heard in this election except for one thing: Ann Nixon Cooper is 106 years old.
今歲選戰,多開亙古之先,屢傳千秋佳話。感我至深者,亞特蘭大之老嫗安•尼克松•庫帕也——庫氏之一票,於數百萬美利堅民眾之選票無異,其所以引人稱奇者,其人今歲高齡一百有六矣。

She was born just a generation past slavery; a time when there were no cars on the road or planes in the sky; when someone like her couldn’t vote for two reasons — because she was a woman and because of the color of her skin.
當其父輩之時,天道不彰,黑人為奴。庫氏其生也不逢時,汽車尚不行於道,飛機未曾起於空,庫氏既屬黑人,又系女流,票選一事,概無瓜葛。

And tonight, I think about all that she’s seen throughout her century in America — the heartache and the hope; the struggle and the progress; the times we were told that we can’t, and the people who pressed on with that American creed: Yes we can.
今日今時,回溯庫氏百歲之涯,但見吾邦先賢屢敗屢戰,且退且進,悲欣交集,甘苦雜陳。幸而正道存焉,壯志存焉,曰:吾輩既在,無所不能。

At a time when women’s voices were silenced and their hopes dismissed, she lived to see them stand up and speak out and reach for the ballot. Yes we can.
萬馬齊喑,其事堪哀,吾邦女界怒而起,憤而爭,苦戰不歇,曆數十載。幸哉庫氏,以百歲之高齡,終得親見女流自立於世,重獲天賦之權——吾輩既在,無所不能!

When there was despair in the dust bowl and depression across the land, she saw a nation conquer fear itself with a New Deal, new jobs, a new sense of common purpose. Yes we can.
當百業蕭條,國人絕望哀鳴之際,庫氏親見吾美利堅曠世新政,挽狂瀾於既倒,扶大廈之將傾,退畏懼之勢,扶奮勇之心,終至人各有位,民心乃安——吾輩既在,無所不能

When the bombs fell on our harbor and tyranny threatened the world, she was there to witness a generation rise to greatness and a democracy was saved. Yes we can.
當吾國良港遭襲,天下桀紂當道,暴政肆虐之時,庫氏親見豪傑群起,民主不衰——吾輩既在,鐵柱成針!

She was there for the buses in Montgomery, the hoses in Birmingham, a bridge in Selma, and a preacher from Atlanta who told a people that 「We Shall Overcome.」 Yes we can.
蒙哥馬利公車之罷輟,伯明翰城黑人之群起,塞爾瑪城血雨腥風之事,庫氏般般親歷。更曾親聆亞特蘭大傳教之士振臂登高之呼——「吾等必勝!」誠哉斯言!吾輩既在,鐵柱成針!

A man touched down on the moon, a wall came down in Berlin, a world was connected by our own science and imagination. And this year, in this election, she touched her finger to a screen, and cast her vote, because after 106 years in America, through the best of times and the darkest of hours, she knows how America can change. Yes we can.
俟科學昌明於世,創想通貫一時,既登廣寒之闕,又潰柏林之牆。洋洋乎!有百年如是,乃見今歲選戰中,庫氏之一票。浩浩兮!一百零六載交鋒更迭,方有美利堅今日之變革——吾輩既在,鐵柱成針!

America, we have come so far. We have seen so much. But there is so much more to do. So tonight, let us ask ourselves — if our children should live to see the next century; if my daughters should be so lucky to live as long as Ann Nixon Cooper, what change will they see? What progress will we have made?
轉眼興亡過手,而今邁步從頭。追昔撫今,不禁撫心而問——俟再歷百年歲月,倘吾等後輩兒孫,亦有得享高壽如庫氏者,復可見何等之變數?吾輩今日之功,他年可得見哉

This is our chance to answer that call. This is our moment. This is our time, to put our people back to work and open doors of opportunity for our kids; to restore prosperity and promote the cause of peace; to reclaim the American dream and reaffirm that fundamental truth, that, out of many, we are one; that while we breathe, we hope. And where we are met with cynicism and doubts and those who tell us that we can’t, we will respond with that timeless creed that sums up the spirit of a people: Yes, we can.
所謂天命時運,莫過於此——當為吾邦萬民造安身立命之業,為吾輩兒孫啟各顯雄才之門,為寰宇各國創太平靜好之世,為吾等壯志賦千秋不滅之元神。吾邦立國之本,必將光耀於天下。萬千同胞,當如一人,一息尚存,夢想不滅。縱有世人旁觀在側,而疑竇生焉,吾輩亦當以千秋不易之訓共答之曰——吾輩既在,鐵柱成針!

生子當如蔣友柏

蔣友柏眼神堅毅,說話簡單直接,言語不多,夜著時尚但不出位,實幹,有生意頭腦,才三十出頭,殊不簡單!

魯豫有約有他的訪問,有幾件事令我印象深刻:

一) 不敬酒:員工向他敬酒,一杯扣一個月的花紅,從此公司再沒有敬酒的文化

二) 分享利潤:每一個專項的團隊可以分享項目一半的利潤,下屬能不賣命?

三) 每天要想著最差的情況:例:假如所有員工明天就要走清,我要做甚麼才可以讓他留下呢?每天不停問自己類似的問題,做好充份的心理預備和應急計劃。(我估計,如果他做財經的話會是一個超強的基金經理)

四) 放下自尊,即成無敵:年前他公司出現大問題,要錢,想找投資者,不果,最後,他向一位投資者跪下,結果換來一個機會。 (這一招一般人未必能用)

經國先生有孫如此,足矣!
